JOB PURPOSE:
Achieves Program goals by successfully providing technical assistance, staff development activities, and insuring Program compliance of the approximately 46-55 California community college campuses participating in the Program.

DUTIES AND RESPONSIBILITIES:
•Facilitate strategic plans and implement strategies to assist Child Development Facilitators and CalWORKs Liaisons to improve the attainment of program goals
•Ensure reporting requirements are met by all campuses and associate program specialist participating in the TANF-CDC Program
•Support campus and FCCC staff by providing technical assistance and developing program improvement strategies
•Conduct 23-25 quality review program site visits, write site visit reports within 5-10 business days, and draft Corrective Action Plans
•Prepare/distribute necessary reports to FCCC and California Department of Education
•Develop operational planning procedures and program policies
•Convene, lead, and support Program committees and working groups and coordinate annual and periodic meetings and conferences
•Review and provide recommendations on applications (RFPs) submitted by campuses seeking participation in the TANF-CDC program
•Conduct research and analysis on programs ability to meet performance measures and develop strategies for program improvement
•Conduct on-going program evaluation and analysis
•Establish and maintain strategic relationships with representatives of affiliated programs
•Prepare and disseminate program data, reports, and training materials
•Aggregate data, conduct analysis, identify trends, and draft reports and recommendations
•Conduct Program activities consistent with FCCC and Program goals, philosophy, and operational procedures
•Provide functional guidance and direction to support staff
•Perform other duties as assigned

EDUCATION AND EXPERIENCE REQUIRED
•Relevant Bachelor's Degree (BA/BS) or equivalent required.
•Relevant Master's Degree (MA/MS) preferred.
•Minimum of three (3) years of related work experience required.
•One (1) of the years should be in supervisorial role.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED
(KSA's)
•Knowledge of Program training content and procedures
•Knowledge of Program target population(s)
•Knowledge of basic current principles and practices of initiating and sustaining innovative training/career development Programs
•High proficiency with Microsoft Office Suite, database-related software applications and other office equipment required
•Strong written and verbal communication skills
•Strong interpersonal skills and knowledge of group dynamics
•Ability to successfully manage complex Programs with limited supervision
•Ability to read, analyze, and interpret complex documents
•Ability to define problems, collect data, establish facts, and draw valid conclusions
•Ability to apply principles of logical thinking to a wide range of intellectual and practical problems
•Ability to multitask, prioritize tasks, and to efficiently manage time
•Ability to travel to participating campuses to conduct site visits

Job Summary: Under the direct supervision of the Program Director, the Community Skills Coordinator I (CSC I) is responsible for fostering the outcomes of clients' selected goals and objectives by developing, coordinating, evaluating, and daily implementation of training strategies so clients can meet their chosen goals.

Essential Duties and Responsibilities:

1. Assists in the implementation of clients' Individual Service Plans (ISP).
2. Provide daily training to clients in the most natural environment that meets their objective.
3. Maintain the safety and well being of clients.
4. Collect and summarize data on clients' progress toward selected goals and objectives.
5. Maintain client records and reports, including but not limited to, Individual Service Plans (ISPs).
6. Maintain a consistent and structured teaching environment.
7. Provide input to the Program Director regarding skill training requirements, client requests, instructional materials, and other policies and procedures.
8. Develop and implement individual client objectives in accordance with client's person-centered plan (PCP) and guidelines as set forth by California Department of Developmental Services and DDSO.
9. Assist in the daily scheduling of clients' community training or on-site-support training.
10. Conduct or attend individual ISP and PCP meetings as directed by the Program Director.
11. Maintain contact with clients' homes and maintain continuity between program service training and home environment.
12. Make contacts with community resources and develop opportunities for clients to be participating members of the community.
13. Be the liaison between staff and client employers and/or volunteer coordinators.
14. Assist in lifting and transferring clients for the purpose of personal care, or into a vehicle for transportation.
15. Other duties as assigned.

Job Qualifications:

Skill and knowledge of fine arts (2- and 3-dimensional art).
Experience in a human services delivery system, preferred.
Must demonstrate skill in effective teaching strategies.
Must possess a valid California driver's license and an approved driving record as stated in the DDSO Personnel Policies, and meet DDSO standards for personal auto insurance coverage when using own vehicle.
Must be able to meet the following standards established by the Department of Social Services - Community Care Licensing Division: be in good physical health verified by a health screening report (including the ability to regularly lift and transport clients, and a test for tuberculosis); possess a criminal record clearance; be at least 18 years old.
